David Clark - Vice President of DoD Relations

CSM(R) David Clark serves as Logis-Tech’s Vice President of DoD Relations. In this role, Clark is focused on bringing integrated solutions to customers who rely on Logis-Tech’s capabilities and technologies to support their mission and address their pressing needs. His responsibilities also include establishing comprehensive strategies across the company that will enable future growth.
CSM(R) David Clark last served as the Senior Enlisted Leader of all U.S. Forces and the 41-nation NATO-led Coalition in Afghanistan from 2016-2018. Before that, he served as the Command Sergeant Major at the United States Military Academy and the 4th Infantry Division Command Sergeant Major. He has multiple deployments to Iraq and Afghanistan. He is a graduate of the United States Sergeant Major Academy, and the Senior Leader Executive Course. He holds a Bachelor of Science in Management from Troy University and a Masters in Human Resource Management from Webster Universary.

James Bounds - Executive Vice President

James K. Bounds is the Executive Vice President and General Counsel and reports directly to the CEO on all matters pertaining to the company. He joined the Logis-Tech, inc. team in October of 1995. Prior to Logis-Tech,inc., Mr. Bounds was engaged in the private practice of law and also served as a clerk to the Chief Staff Attorney of the Supreme Court of Virginia. Mr. Bounds also served in the United States Marine Corps as an infantry officer and a light armored vehicle officer during Desert Shield/Desert Storm. Mr. Bounds holds a Bachelor’s Degree in Political Science from Virginia Polytechnic Institute and State University and a Juris Doctor degree from the T.C. Williams School of Law at the University of Richmond. James Bounds - President

Christine Shartzer - Chief Financial Officer

Christine Shartzer serves as Logis-Tech’s Chief Financial Officer (CFO).  Ms. Shartzer has been with Logis-Tech since 1995, she is a seasoned financial executive with industry experience in Government Contracting and Commercial Real Estate Management.  With more than 30 years of professional experience in public accounting and industry, her areas of expertise include the Management of Accounting Operations; Financial and Tax Compliance; Reporting and Analysis; Software Implementation and Administration; Multi-State Taxation Compliance and Reporting; Government Contracting oversight; DCAA/FAR/DFARS Compliance; Budgeting and Proposals; Corporate Benefit Administration and Compliance.

Ms. Shartzer holds a B.S. and a MBA in Business Administration with a core concentration in Accounting from the University of Mary Washington College.  She is a licensed CPA in the State of Virginia, a member of the AICPA and VSCPA and 2011’ Alumni of Leadership Prince William.
